US law states that for the crime of kidnapping, when the victim is not yet 18 years of age, but the offender has attained that age and is not a parent or relative of or does not have legal custody of the victim, the offender shall be sentenced to not less than 20 years in prison. This is only for kidnapping without aggravating circumstances, of course. And by the time the matter reaches the courts, it’s often tragically too late for the victim. A growing trend in child safety training with the catchy title “stranger danger” is addressing this threat.
